'Duh': McCain thinks your questions are dumb, reporters

John McCain heard your question, and he thinks it's really dumb.

While the Arizona Republican senator fielded questions on Capitol Hill Tuesday, a day after he joined a bipartisan group of senators to announce a blueprint for comprehensive immigration reform, one reporter asked how he would respond if the proposed provision that requires increased border enforcement were challenged.

He would oppose it, he said. "Duh."

As part of the outline of principles for an immigration overhaul unveiled Monday by McCain and seven other senators, any new overhaul would require enhanced border security before illegal immigrants already in the country could begin to seek a path to citizenship. Republicans have insisted that it be a key component of any large immigration bill.

McCain: "What do you mean 'not tying it'

Reporter: "Basically your plan..."

McCain: "Didn't you see the press conference? Did you happen to miss it? What do you mean, 'not tying?'"

The South Carolina Gamecocks are the next team to test themselves against the league leading, and currently ranked # 4, Florida Gators. This will be the first of a slate of games where we will see our guys play 4 out of 5 in the confines of the O-Dome. The Rowdy Reptiles are going to get a good workout over the next couple of weeks with the last of these 5 being the Kentucky Wildcats. It should be a really exciting time as they set the Dome rocking and even get the older fans involved.

The Gamecocks come in with an overall record of 12-7 including 2-4 in conference play. Their best win to date has been a 21 point win over Arkansas in their last outing. However all of their losses have been close ones so we can expect a team that is going to fight hard for an upset. There's not a whole lot that can be said with respect to our game at this point as once again it is a matter of the Gator players focusing on the team at hand. If they do and continue to play like they have been then it should be another win similar to the last few.

For those who don't know, Prather is not scheduled to play this game but there is a chance he may be ready by Saturday.

Study: Student Loan Balances are Up, and So Are Delinquencies

A new study on student loans offers more evidence of the financial squeeze facing recent college graduates. But nearly as striking is the company behind the study. TransUnion, one of the nation's largest consumer credit rating agencies, is among a growing number of organizations in the lending community looking closely at whether the growth in student debt is affecting the overall creditworthiness of a whole generation of borrowers.

"Thisis an emerging area of research," said TransUnion Vice President of Research and Consulting Ezra Becker in an interview.

While the new study does not draw any conclusions about the borrowers' creditworthiness, it does paint a grim picture of the college debt situation.

TransUnion says it looked at all 300 million consumers in its database over the past five years, and found that as of last March 37.5 million had at least one student loan. That is up 35 percent from 2007, when 27.8 million consumers had student loans. The average student loan debt per borrower jumped to $23,829 in 2012 from $18,379 in 2007. That is a 30 percent increase. Reported student loan balances jumped 75 percent in the same period?"unprecedented growth," according to Becker.

The study also found more than half of student loans are in "deferment," where the borrower can temporarily delay making payments. Payments for certain types of student loans are automatically deferred while the borrower is still in school, but borrowers can also apply for deferment based on financial hardship. The difficulty comes when the deferment period?often three years?is up, and the borrower comes face to face with a dismal job market.

"Unemployment or underemployment among recent grads?people under 25?is around 50 percent,"Becker said, the highest rate in more than a decade.

The combination of high unemployment and rising debt is leading to a big jump in delinquencies for federally-backed student loans, according to the study.

Since 2007, delinquencies on the federal loans?which make up the vast majority of student debt?have jumped 27 percent. TransUnion says the delinquency rate of 12.31 percent is more than twice the 5.33 percent delinquency rate for home mortgages (delinquencies on private student loans, which are subject to stricter underwriting standards, have actually leveled off since 2007, and now stand at 5.15 percent). Delinquencies on credit cards are less than one percent.

Becker says the rising delinquencies on federal student loans do not necessarily mean delinquencies on other types of debt will follow, because borrowers tend to make payments on other loans?like auto loans and mortgages?ahead of their student loans, knowing the consequences of missing a payment are more immediate.

"You can't repossess an education," Becker said.

Still, experts are trying to determine the broader economic implications of the student debt situation.

TransUnion found roughly a third of student loan borrowers have "subprime" credit scores, up slightly from five years ago. But Becker says there are important differences between student debt and subprime mortgage debt. For one, student debt is a much smaller segment of the economy than the housing market. And since most student debt cannot be discharged in bankruptcy, the loans eventually will be repaid. He says that means it is unlikely the student loan situation will lead to an economic catastrophe the way the housing bubble did.

Less clear, however, is whether the rising student debt coupled with the sluggish job market will threaten the overall spending and borrowing power of the millions of consumers with student loans. So far, the evidence is inconclusive.

In September, FICO, which calculates credit scores for the major credit bureaus including TransUnion, issued a study that found rising student debt is not impacting credit scores?at least not yet. The study found 40 percent of borrowers with more than $50,000 in student debt have credit scores above 700 (the top score is 850).

That is not to say that falling behind on student loan payments cannot impact your credit score. Experts say it is crucially important to pay on time, especially for recent graduates who have little other credit history.

A bipartisan group of eight senators will reveal the broad outlines of a proposal to reform U.S. immigration laws today. Articles posted on?Politico?and the New York Times this morning detailed the proposal.?

Here?s what we know so far:

It would create a pathway to citizenship

The deal includes a pathway to citizenship for the nation?s estimated 11 million undocumented immigrants. Long opposed as ?amnesty? by conservatives, this is considered the hardest but most important part of any comprehensive package.

But it would not be easy.

Undocumented immigrants would be required to undergo multiple background checks, pay a fine and back taxes, learn English and pass a civics test in order to become legal residents. Anyone with a serious criminal record would be deported.

Before they are approved, immigrants would be on a ?probationary legal status? that would allow them to live and work in the United States but not qualify for federal benefits.

But first, it calls for stricter border enforcement

The pathway to citizenship would not take effect until border security has been beefed up. That would include more drones and border guards and a supervisory commission made up of governors, community leaders and law enforcement officials from the Southwest.

The proposal also calls for an electronic verification system to allow employers to check if they are hiring undocumented immigrants.?

Another section of the proposal also calls for better tracking of people in the United States on visas through an exit system at airports and seaports.

It includes parts of the DREAM Act

The proposal would also incorporate parts of the DREAM Act, a long-stalled measure to allow people brought to the U.S. illegally as children to become citizens.?

Last year, the Obama administration decided to allow tens of thousands of people in that situation to defer deportation. This proposal would presumably build off that effort.

And it would overhaul legal immigration

The proposal would overhaul the existing legal immigration system to allow more highly skilled workers in so-called STEM fields of science, technology, engineering and math, in part by giving green cards to immigrants tho obtain advanced degrees in those fields from American universities.

Supporters of an overhaul include many in the business community in areas like Silicon Valley and standalone?bills have been successful before. These measures are considered vital to help sell other parts of a comprehensive reform bill to skeptics in Congress.

The bill would also allow more low-skill workers into the country, creating a new program for?seasonal agricultural workers.?

In recent surveys, 70 percent of Americans supported the DREAM Act provisions and 62 percent supported a pathway to citizenship. Groups lobbying for STEM immigration claim to have broad support as well.

The proposal was crafted by a group of eight senators from both parties which includes former Republican presidential candidate Sen. John McCain of Arizona?and high-ranking Democratic Sen. Chuck Schumer of New York. Other members: Democratic Sens. Dick Durbin of Illinois, Michael Bennet of Colorado and Bob Menendez of New Jersey and Republican Sens. Lindsey Graham of South Carolina, Mike Lee of Utah and Jeff Flake of Arizona.

A civil rights group opposes the employment verification.

The American Civil Liberties Union said in a statement that the framework agreed on by the senators could provide important protections for illegal immigrants who are exploited by employers and live in ?constant fear? over their immigration status.

But the ACLU took issue with the proposal to require employers to use an electronic employment-verification system, calling it ?a thinly disguised national ID requirement? that would undermine employees? privacy and lead to discrimination against those ?who look or sound ?foreign.??

Judge postpones Texas woman's execution

Kimberly McCarthy is scheduled to be executed by lethal injection on Tuesday for the stabbing murder of her neighbor in 1997.

HUNTSVILLE, Texas ??A Dallas judge has halted the scheduled Tuesday night?execution of a Texas woman who would have been the first woman put to death in the U.S. in three years.

The order from state District Judge Larry Mitchell moves the execution of Kimberly McCarthy, 51, to April 3.

McCarthy faced lethal injection for the 1997 beating, stabbing and robbery of a 71-year-old neighbor in Lancaster, about 15 miles south of Dallas.?

Lawyers for McCarthy, who is black, argued that the jury that convicted and sentenced her to death was selected improperly based on race. It was made up of 11 white people and one black person.

The ?Dallas County District Attorney's office said it wouldn't appeal the ruling. The DA's office had?called the effort a "mere delay" tactic, saying the record didn't support a valid legal claim for discrimination.


A Dallas County jury had already found McCarthy, a?former nursing home therapist,?guilty of the killing when evidence at the punishment phase of her trial tied her to two similar murders a decade earlier.

"Once the jury heard about those other two, we were certainly in a deep hole," recalled McCarthy's lead trial attorney, Doug Parks. Jurors decided McCarthy should die.

Her execution would have been the first since a Virginia inmate, Teresa Lewis, became the 12th woman put to death since the U.S. Supreme Court in 1976 allowed capital punishment to resume. In that same time, 1,309 men have been executed.

McCarthy also would have been the first woman executed in Texas in more than eight years and the fourth overall in the state, which executes the most people in the nation ? 492 prisoners since capital punishment resumed 30 years ago.

Federal Bureau of Justice Statistics compiled from 1980 through 2008 show women make up about 10 percent of homicide offenders nationwide. According to the NAACP Legal Defense Fund, 3,146 people were on the nation's death rows as of last Oct. 1, and only 63 ? 2 percent ? were women.

Ring cut from living victim
Evidence showed McCarthy, who has exhausted her court appeals, phoned Booth to borrow a cup of sugar, then attacked Booth when she went to retrieve it. Booth was stabbed with a butcher knife, beaten with a large candle holder and robbed of a diamond wedding ring.

"(McCarthy) quite literally took the woman, put her left hand on a chopping block of the kitchen and then used a knife to sever her ring finger while she was still alive," said Greg Davis, the former Dallas County assistant district attorney who prosecuted McCarthy. "She took the ring from the finger that had been severed and continued the attack until she finally killed her."

Prosecutors showed McCarthy stole Booth's Mercedes and drove to Dallas, pawned the ring for $200 and then went to a crack house to buy some cocaine. Evidence also showed she used Booth's credit cards at a liquor store and was carrying Booth's driver's license.

Booth's DNA was found on a 10-inch butcher knife recovered from McCarthy's home. McCarthy was arrested after police found her name on a pawn shop receipt for the ring.

McCarthy was tried twice for Booth's slaying, most recently in 2002. Her first conviction in 1998 was thrown out three years later by the Texas Court of Criminal Appeals, which ruled police violated her rights by using a statement she made to them after asking for a lawyer.

Prosecutors presented DNA and fingerprint evidence that tied McCarthy to similar slayings of two other women in Dallas in December 1988. Maggie Harding, 81, was beaten with a meat tenderizer and stabbed.

Jettie Lucas, 85, was beaten with both sides of a claw hammer and stabbed. McCarthy was indicted but not tried for those slayings. She denied any involvement.

?When the jury saw the other two were equally gruesome, I think it sealed the deal for her," Davis said.

McCarthy is a former wife of Aaron Michaels, founder of the New Black Panther Party, and he testified on her behalf. They had separated before Booth's slaying.

McCarthy declined to speak with reporters as her execution date neared. She's one of 10 women on death row in Texas but the only one with an execution date.

In 1998, Karla Faye Tucker, 38, became the first woman executed in Texas since the Civil War for a robbery in Houston where two people were killed with a pickax.

At least eight male Texas prisoners have executions scheduled in the coming months.

A 'tough but fair' path to citizenship

A bipartisan group of eight senators unveiled a new immigration reform proposal Monday that would allow most of the estimated 11 million illegal immigrants currently living in the country to eventually become citizens.

The senators unveiled details of the proposal during a press conference Monday afternoon, calling it a "tough but fair" way to reform the nation's immigration system for the first time since 1986, when President Ronald Reagan signed into law a bill that legalized nearly 3 million immigrants.

"We still have a long way to go, but this bipartisan blueprint is a major breakthrough," said New York Democratic Sen. Chuck Schumer, who added that they plan to have a bill officially introduced by March and passed through the Senate by "late spring or summer."

The senators, who have been meeting about the issue behind closed doors since December, include Republicans John McCain of Arizona, Marco Rubio of Florida, Jeff Flake of Arizona and Lindsey Graham of South Carolina, and Democrats Michael Bennet of Colorado, Dick Durbin of Illinois, Robert Menendez of New Jersey and Schumer.

Since the presidential election, in which more than 70 percent of Hispanic voters supported President Barack Obama's re-election, the appetite in Washington for comprehensive immigration reform has increased for both parties. The senators behind the effort believe they have a window of opportunity to pass a bill, even though similar efforts failed many times in the past.

"For the first time ever, there's more political risk in opposing immigration reform than supporting it," Schumer said at the press conference. "We believe we have a window of opportunity to act."

McCain, who led the Republican side of failed bipartisan reform efforts in 2006, pointed to Republican fear of losing Hispanic support as a source of hope to secure passage of the bill. "The Republican Party is losing the support of our Hispanic citizens," McCain said.

It still remains to be seen whether the senators' blueprint will clash with Obama's vision for reform, which he will announce Tuesday in more detail in an appearance in Las Vegas. The senators' path to citizenship for illegal immigrants is less direct and could take longer than what Obama has outlined in the past.

When asked why they unveiled their blueprint before the president's speech, the senators said they informed Obama over the weekend that they had reached an agreement. "We don't have much time. We came to an agreement this weekend and we wanted to move quickly," Schumer said. "It seems to me that the Senate is the most fortuitous place to move forward first."

The senators' plan puts forward several hurdles before undocumented immigrants could obtain permanent residence visas, called green cards, which is the first step towards citizenship.

First, immigrants would apply for temporary legal status by registering with the government, completing a background check and paying a fine. Before any immigrant could obtain a green card, "a commission comprised of governors, attorneys general, and community leaders living along the Southwest border" must recommend that the government has taken enough steps to beef up border security and has also implemented a system that tracks when temporary visitors have left the country. It's unclear how long that would take, especially since border state governors are divided on how secure the border is now and ideally should be in the future.

The plan also says that no undocumented immigrant would receive a green card until every legal immigrant who is currently waiting for a green card has already received it. Wait times for green cards can be as long as 20 years in extreme cases, depending on whether the applicant is being sponsored by an employer or a family member. Family-based immigration, especially when a U.S. citizen is attempting to sponsor his or her sibling, can have especially long wait times.

The blueprint says the senators want to reduce these wait times and drastically increase legal, high-skilled immigration, so it's possible that the bill could expedite the process. If not, illegal immigrants seeking a green card could be waiting for decades.

The plan also excludes the children of illegal immigrants, commonly referred to as "Dreamers," as well as agricultural workers from the long wait for a green card. To prevent future illegal immigration, the blueprint also calls for a mandatory employment verification system.

Obama's blueprint asks for a wait time of eight years before illegal immigrants could get green cards, during which time they could live and work legally in the country. After five years with a green card, immigrants could apply to become citizens.

Speaking on the Senate floor before the announcement, Majority Leader Harry Reid praised members of the committee for proposing an outline for an immigration overhaul and said he would do "everything" in his power to ensure an immigration bill passes through the upper chamber.

"Nothing short of bipartisan success is acceptable to me," Reid, a Democrat from Nevada, said. "There is no reason why we should not pass comprehensive immigration reform immediately."

Immigration advocates, who generally favor a fast path to citizenship for the country's illegal immigrants, mostly praised the senators for adding to the "momentum" of reform, but did not comment on the specifics of the plan.

"Creating a 21st century immigration process won't be easy, but the framework the senators are proposing is a powerful and practical start to the legislative process, and it will make the peaks and valleys ahead much easier to traverse," said Ali Noorani, executive director of the the National Immigration Forum, in a statement.

But Chris Rickerd, policy counsel at the American Civil Liberties Union, said his organization has "concerns" that the lengthy time frame and fine might discourage people from applying to legalize. Rickerd also noted that some people might be excluded from legalization because they were prosecuted for immigration-related crimes in their states. For example in Arizona, illegal immigrants can be charged with "self smuggling," which is a felony that does not exist in other states.

Groups that favor less immigration, meanwhile, have blasted the plan as "amnesty."

Unlike the brain and spinal cord, the peripheral nervous system has an astonishing capacity for regeneration following injury. Researchers at the Max Planck Institute of Experimental Medicine in Gttingen have discovered that, following nerve damage, peripheral glial cells produce the growth factor neuregulin1, which makes an important contribution to the regeneration of damaged nerves.

From their cell bodies to their terminals in muscle or skin, neuronal extensions or axons in the peripheral nervous system are surrounded along their entire length by glial cells. These cells, which are known as Schwann cells, envelop the axons with an insulating sheath called myelin, which enables the rapid transmission of electrical impulses. Following injury to a peripheral nerve, the damaged axons degenerate. After a few weeks, however, they regenerate and are then recovered with myelin by the Schwann cells. For thus far unexplained reasons, however, the Schwann cells do not manage to regenerate the myelin sheaths completely. Thus the function of damaged nerves often remains permanently impaired and certain muscles remain paralysed in affected patients.

In a current research study, the scientists have succeeded in showing that the growth factor neuregulin1 supports nerve repair and the redevelopment of the myelin layer. This protein is usually produced by neurons and is localised on axons where it acts as an important signal for the maturation of Schwann cells and myelin formation. Because the axons rapidly degenerate after injury, the remaining Schwann cells lose their contact with the axons. They thus lack the neuregulin1 signal of the nervous fibres. "In the phase following nerve damage, in which the axons are missing, the Schwann cells must carry out many tasks without the help of axonal signals. If the Schwann cells cannot overcome this first major obstacle in the aftermath of nerve injury, the nerve cannot be adequately repaired," explains Ruth Stassart, one of the study authors.

To prevent this, the Schwann cells themselves take over the production of the actual neuronal signal molecule. After nerve damage, they synthesise the neuregulin1 protein until the axons have grown again. With the help of genetically modified mice, the researchers working on this study were able to show that the neuregulin1 produced in Schwann cells is necessary for the new maturation of the Schwann cells and the regeneration of the myelin sheath after injury. "In mice that lack the neuregulin1 gene in their Schwann cells, the already incomplete nerve regeneration process is extensively impaired," explains co-author Robert Fledrich.

The researchers would now like to examine in greater detail how the Schwann cells contribute to the complete repair of myelinated axons after nerve damage, so that this information can also be used for therapeutic purposes.

Ice storm encases Midwest, heads east for start of work week

(Reuters) - A storm encased the U.S. Midwest in glistening ice on Sunday, forcing officials to cancel flights and closing roadways and threatening to tangle the start of the work week as freezing rains headed east.

Hundreds of churches across Iowa called off Sunday services as sidewalks were turned to sheets of ice by the storm that meteorologists said had covered the Midwest in about a half-inch (13mm) of ice by midday.

Flights in and out of Chicago, Minneapolis and St. Louis were grounded on icy runways.

The National Weather Service issued a freezing rain advisory for Chicago and the surrounding area for Sunday until 9 p.m. CST (0300 GMT Monday), when temperatures were expected to warm up enough to make it just rain. Until then, the NWS warned of dangerous conditions for driving and even walking.

"Pockets of sleet, freezing rain and freezing drizzle are possible farther east late tonight into Monday morning from Buffalo, New York, to New York City, Philadelphia, Washington, D.C., and Roanoke, Virginia," meteorologist Brian Edwards said on Accuweather.com.

Slick roadways were reported from South Sioux City, Nebraska, to Iowa, where numerous crashes were reported, according to the Iowa Department of Transportation. In Franklin County, Iowa, Interstate 35 was blocked by tractor trailers struggling to get a grip on treacherous surfaces.

"Instant icing of windshields and roadway surfaces (as well as driveways, sidewalks and parking lots) can be expected in the areas with freezing temperatures," the Iowa DOT said.

In Missouri, ramps to connecting Interstate 270, which circles the St. Louis area, to Interstate 70 were closed early Sunday morning because of ice, but were later reopened, said Marie Elliott, a spokeswoman for the Missouri Department of Transportation.
